Joe Rich Tree Removal and Rural Land Clearing

FireSmart Fuel Reduction on Joe Rich Acreages

Joe Rich has already been through it. On August 24, 2017, a wildfire about 20 km east of Kelowna grew to around 380 ha in a few hours and finished near 400 ha. Orders went out for 474 properties, about 1,100 people, along Goudie, Huckleberry, Philpott Forest Service, Three Forks, Greystokes and Dion roads. Fires here move fast through continuous pine and fir.

The Joe Rich land use bylaw recognises that. It sets a Wildfire Interface Construction Development Permit Area for properties within 30 m of the provincial forest interface and large forested parks. Around the house, the FireSmart BC zones still guide the tree work: a non-combustible Immediate Zone to 1.5 m, no conifers in the Intermediate Zone to 10 m, and crowns at least 3 m apart with limbs cut to 2 m in the Extended Zone out to 30 m. Embers can land up to two kilometres ahead of a fire, so the zones matter even with a cleared driveway.

The RDCO helps pay for it. Owners in Central Okanagan East can get 50% of labour and supplies back, up to $1,000, after a free FireSmart assessment. Demand runs ahead of funding, so the RDCO keeps a waitlist (firesmart@rdco.com), and it held a Joe Rich FireSmart event on June 15, 2025. Does Joe Rich Need a Permit for Tree Cutting?

Only in some places. Joe Rich falls under the RDCO's Joe Rich Rural Land Use Bylaw No. 1195, and a permit may be needed before cutting trees or clearing vegetation inside one of its Development Permit Areas. Outside those areas, and with no restrictive covenant on title, an RDCO permit is usually not needed for tree removal on private land.

The bylaw has four DP Areas: Aquatic Ecosystem, Sensitive Terrestrial Ecosystem, Slope Stability and Rural Hillside, and Wildfire Interface Construction. Lots along Mission Creek, Joe Rich Creek and the steeper valley walls are the ones most likely to be caught. RDCO Planning can confirm which areas touch your parcel.

There are ways through for dangerous trees. No permit may be needed when a Registered Professional Forester designates the trees hazardous, or when infested, diseased or hazardous trees near water are removed following provincial riparian best practices, as set out by a certified Wildlife and Danger Tree Assessor or a qualified environmental professional. Clearing Land Along Highway 33 and Mission Creek

Joe Rich zoning is acreage-based: Small Holdings at 1 ha and 2 ha minimum lot sizes, Rural Acreage at 4 ha and Large Holdings at 30 ha. That means long gravel driveways, outbuildings tucked into the trees and building sites that start as forest. A typical job here is opening a driveway corridor wide enough for a fire truck, clearing a house pad, or thinning a few hectares of crowded pine.

Highway 33 has linked Kelowna with Rock Creek since 1970 and is the main road to Big White, so our trucks and the mulcher reach most of the valley without trouble. Mission Creek rises in the Greystoke range and runs about 43 km west to Okanagan Lake, with Joe Rich Creek feeding into it. Nearby Myra-Bellevue Provincial Park protects old-growth ponderosa pine and Douglas-fir along with larch, Engelmann spruce and subalpine fir, the same mix found on many Joe Rich lots.

For big areas, forestry mulching is usually the cheapest way through. Published 2026 ranges run $400 to $800 per acre, up to $2,000 in dense growth, or $125 to $300 an hour. Conventional land clearing runs $500 to $1,500 per acre for light brush and up to $6,000 or more for heavy timber.

Can I remove trees near Mission Creek on my property?

Maybe, but check first. Land along Mission Creek and Joe Rich Creek often falls in the Aquatic Ecosystem DP Area of Bylaw 1195, where a permit may be needed. Hazardous or diseased trees can be exempt when a qualified assessor sets out the work under provincial riparian best practices.

Do you serve other neighbourhoods on Kelowna's east side?

Yes. Joe Rich is the far end of our east-side route, and we work the hillside neighbourhoods between it and the city all year, including Belgo, Black Mountain and the lots along Highway 33 where pines back onto Crown land.

Can you cut trees near the power line to my Joe Rich home?

Only once the line is out of the way. WorkSafeBC rules keep tree workers at least 3 m from lines up to 75 kV unless a certified utility arborist directs the work. FortisBC can temporarily remove a service wire, usually at no charge, and then we take the tree down and clean up.
