Tree removal in the Upper Mission, Kelowna makes up a large share of the hillside work at Kelowna Expert Tree Service. The Upper Mission is the high half of Okanagan Mission on the south side of the city, beyond K.L.O. Road and the Lower Mission. Kettle Valley, the Crawford Road area and the streets off Upper Mission Drive, Frost Road and Barnaby Road are built into the hills, and the city's southern edge meets Okanagan Mountain Provincial Park. From City Hall it is about 12.1 km, or 16 minutes; Crawford Road is closer, at 9.8 km. Most requests for tree removal, Upper Mission or Kettle Valley, start with a look at the slope.

How Kelowna's Tree Bylaw Applies to Mission Slopes and Creeks
Two kinds of ground fall under Tree Protection Bylaw No. 8041: slopes of 30% or more, and Riparian Management Areas beside streams, in both cases only inside the City's Natural Environment/Hazardous Condition Development Permit Areas. Hillside and creek-side lots are common in the Upper Mission, so a removal here is more likely to need a permit than one in a flat part of town.
Mission Creek is the biggest watercourse nearby. It has been a BC Heritage River since 1996 and runs about 43 km from the Greystoke range down to Okanagan Lake, with the Mission Creek Greenway following it from the lake up to Mission Creek Falls. Trees near a creek hold the bank together, which is why the permit application asks for a qualified person's report on flooding, erosion and watercourse impacts.
The bylaw also covers trees inside covenant areas, and a covenant can sit on a title even where the ground is level. Before pricing a removal on a steep or creek-side property, we look at the grade, the DP area map and any title notes you can share, so the written quote matches what the City will actually allow.
How Many Replacement Trees Does Kelowna Require?
Between 2 and 8 for each protected tree removed, set by trunk diameter. Bylaw 8041 asks for 2 replacements for a tree up to 151 mm DBH, 3 for 152 to 304 mm, 4 for 305 to 456 mm, 6 for 457 to 609 mm and 8 for anything 610 mm or larger, all planted within one growing season.
Replacements have minimum sizes as well: conifers at least 2.0 m tall and deciduous trees at least 60 mm DBH, watered for no less than three years. The City may also hold a security deposit of 125% of the replacement cost until they are established. Big Mission pines push the numbers up fast. One mature ponderosa wider than 610 mm means 8 new trees, which a modest Kettle Valley yard may not have room for. That is a good reason to ask whether crown reduction or deadwood pruning would solve the problem first. Skip the permit and the fine can reach $10,000 for every tree cut.
Living Next to Okanagan Mountain Park After 2003
The Okanagan Mountain Park fire began with a lightning strike on August 16, 2003, inside the 110 km2 park just south of the city. Pushed by constant wind in what was then the driest summer on record, it ran north and east into the Kelowna interface. Across the whole fire, 25,912 ha burned, 27,000 residents were evacuated, 239 homes were lost, and fighting it cost an estimated $33.8 million.
The same fire burned 14 of the 18 Kettle Valley Railway trestles in Myra Canyon, which have since been rebuilt. In August 2015 a 130 ha fire near Little White Mountain, also just south of Kelowna, showed the hills behind the Mission still burn. Ponderosa forests evolved with low-intensity fire every 5 to 10 years, and thick bark gets the trees through it. Houses have no such bark.
On lots facing the forest, our FireSmart work centres on the Intermediate Zone, 1.5 to 10 m out, where FireSmart BC says no pine, spruce, fir or cedar should stand, and the Extended Zone to 30 m, where crowns get 3 m of space and ladder fuels come out. On larger parcels a forestry mulcher grinds brush and small trees where they stand, with no burn pile.

Upper Mission Tree Removal FAQs
Does Mission Creek affect tree removal on my property?
It can. Land in a Riparian Management Area inside a Natural Environment/Hazardous Condition DP Area falls under Bylaw 8041, so any tree 100 mm or wider at 1 m above grade needs a $50 permit and a qualified person's report on flooding and erosion. Lots well away from a creek and off steep ground usually need nothing.
What does it cost to remove a large pine in Kettle Valley?
Published 2026 Kelowna ranges put a 50 to 80 ft tree at $1,500 to $3,000 and anything taller than 80 ft at $3,000 to $5,000 or more, mainly because of rigging on slopes and around houses. Add the $50 permit if the tree is protected. These are published ranges, not our quote.
Can a dead tree on a protected slope come down before the permit arrives?
Yes, if it is dangerous. Bylaw 8041 lets the City allow emergency removal of a hazardous tree before a permit is issued, as long as it is reported immediately to the Director of Planning and Development Services. Routine pruning of dead limbs on a protected tree still needs approval first.
Why do big pines in the Mission die after a dry summer?
Drought makes them easy targets for bark beetles. Kelowna sits in the Ponderosa Pine Zone, which gets only 250 to 450 mm of precipitation a year, and western pine beetle attacks ponderosas over 15 cm across, carrying blue stain fungus into the wood. Pitch tubes on the bark are the first sign.
Do you clear brush on larger Upper Mission parcels?
Yes. On bigger lots, a forestry mulcher cuts and grinds brush and small trees in one pass and leaves the mulch on the ground to hold the soil, so nothing has to be burned or hauled. Published 2026 Kelowna rates run $400 to $800 per acre, up to $2,000 for dense growth, or $125 to $300 per hour.
